Letter: Help only the people who are 'civilized'
People in troubled neighborhoods are disadvantaged in two ways, directly and indirectly.
Directly, they are harmed by the uncivilized gangbanger drug culture which dominates their neighborhoods, with rival gangs shooting each other, and the collateral damage to civilized people who were innocent.
Indirectly, their communities suffer from discrimination from others who are disgusted by the aforementioned uncivilized culture. This is not fair to civilized people who want to get away from this culture but do not have the means to escape it.
Today's society has tried to create programs to help benefit such disadvantaged people. Unfortunately, some of these programs fail to recognize the difference between civilized people and uncivilized people, and as a result, those who are uncivilized, who do not deserve the benefits of such programs, are taking advantage of benefits intended for civilized people.
Welfare is one example. Uncivilized people extort money from civilized people in the name of "protection."
This suggests that welfare should not be monetary, but instead should be given in goods and services only. Monetary welfare has not worked.
Even civilized people have misused money for drugs, alcohol, and gambling. Those who want money should get educated for a better job.
Another example of an idea intended to help disadvantaged people is cashless bail. Civilized people do not need this, because they do not commit many crimes, so the uncivilized criminals get all the benefits of cashless bail, where they are set free to commit more crimes.
Cashless bail should be limited to first-time offenders for nonviolent crimes. Those who have committed multiple crimes have shown that they are uncivilized and therefore do not deserve cashless bail. Uncivilized people need to be kept off the streets until they have shown some interest in rehabilitation, which means getting civilized.
