Parking questions

Why is it that handicap parking spaces are closest to store entrances, but the shopping cart corrals are a half block away? Shouldn't those corrals be closer for those who have trouble walking?

Also, it is not easy or safe for handicapped drivers to back out of parking spaces, so why do some lots have handicap sign poles blocking the opportunity to go forward instead?
